Chris Bosh recorded an all-around effort with 20 points, 10 rebounds and six assists, while Jamario Moon finished with 15 points for the victors.
Michael Redd led Milwaukee with 19 points and six rebounds, and Andrew Bogut scored eight of his 14 points in the fourth quarter in the home opener for the Bucks, who have lost two of three to start the year.
Charlie Villanueva scored 16 in defeat.
The Bucks trailed 70-60 heading into the final 12 minutes, but a 20-9 spurt to start the final frame gave the hosts their first lead of the second half.
Bogut accounted for eight points in the span and Richard Jefferson put Milwaukee ahead 80-79 on a running layup with a little more than three minutes remaining.
Bucks rookie Luc Mbah a Moute hit a hook shot over Bosh for an 85-84 lead, but Calderon was true from the behind the arc at the top of the key to put Toronto ahead for good with 21.7 ticks left.
Redd missed a long two from the corner on the next possession and Moon skied for the rebound before the Raptors closed things out at the foul line.
Milwaukee scored the first eight points of the game, but Toronto's inside- outside game piloted by Calderon responded with a 14-0 run midway through the first period.
The Raptors led by two after 12 minutes of play and held a 41-39 edge at the break.
A pair of layups from Jermaine O'Neal, who ended with 11 points, sparked a 12-0 run that pushed Toronto ahead 66-53 late in the third stanza.

Jefferson hit just 3-of-13 from the field for nine points...Anthony Parker had 11 points for Toronto...Jason Kapono (nine points) was the only Raptor off the bench to score...Toronto opened the season with three consecutive victories for the first time since 2004-05..The Raptors have won three straight over the Bucks.
